Petrol Prices Unchanged, Diesel Price Hiked by Rs6 | Latest Fuel Price Update November 2023 (2025)

Breaking News: The government just made a move that will directly impact your wallet and daily life! While keeping petrol prices steady, they've hiked the cost of high-speed diesel (HSD) by a significant Rs6 per liter. This decision, announced on Saturday, sets the new HSD price at Rs284.44 per liter, effective from November 16th. But what does this really mean for you?

This decision, based on recommendations from the Oil & Gas Regulatory Authority (OGRA) and relevant ministries, is more than just a number change. The price of HSD is a key factor in inflation. Think about it: most of the transport sector, including heavy vehicles, trains, and agricultural machinery like tractors, relies on HSD. This increase can lead to higher costs for transporting goods, which, in turn, can raise the prices of everyday items like vegetables and other food products.

On the other hand, petrol, primarily used in private vehicles and smaller modes of transport, impacts the budgets of the middle and lower-middle classes. The government's decision to keep petrol prices stable offers a small relief, but the HSD hike could still indirectly affect these groups.

Here's where it gets controversial: The government's revenue from petroleum products is substantial. They impose a hefty levy on both petrol and diesel – approximately Rs99 per liter. While there's no general sales tax (GST) on these products, the government charges around Rs79.50 per liter on diesel and Rs80.52 per liter on petrol and high-octane products through a petroleum levy and climate support levy. Moreover, customs duty adds about Rs17-18 per liter, regardless of whether the fuel is produced locally or imported. Add to this the distribution and sales margins for oil companies and dealers, which amount to about Rs17 per liter.

The consumption of petrol and HSD dwarfs other petroleum products, with a staggering 700,000 to 800,000 tonnes consumed monthly compared to a mere 10,000 tonnes of kerosene. This highlights the significant role these fuels play in the economy.

The government's petroleum levy collections reached a staggering Rs1.161 trillion in FY25 and are projected to rise by about 27% to Rs1.47 trillion in the current fiscal year.
